The Academy was first chartered in 1979 when various law enforcement agencies in St. Charles County came together to form the St. Charles County Law Enforcement Training Center, Inc. The name remains today as our official title, but we have also registered several "doing business as" titles, such as the Eastern Missouri Law Enforcement Training Center, the Eastern Missouri Police Academy, and The Police Academy. When the Academy was first formed, they occupied space in the then Sheriff's Department located in downtown St. Charles. In the late 1990s, the Academy relocated to its present site at the St. Charles Community College where we enjoy a strong working relationship with the College administration.
The mission of the Academy has three areas of concentration. The fist is to train civilians to become licensed peace officers in Missouri. Our efforts in the area are guided by the Missouri POST Commission. The established minimum number of hours needed to obtain a Missouri Class A Peace Officer License is 600; however, we train to a 1,000 hour level. We do this to ensure that our recruits are best prepared to assume the duties and responsibilities of a peace office and serve the public. The second area of concentration is to provide continuing education for working peace officers, both in resident classes offered at the Academy and certification of individual department in-service programs. The third, and final, area of concentration is to provide the licensing and training of security guards and watchmen for St. Charles County.
In our quest to meet this triad of responsibilities, we employ a permanent staff of five individuals to coordinate the daily activities of the Academy. The Executive Director is responsible for the overall functioning of the Academy. The Executive Assistant handles all of the financial matters as they pertain to our operations and also oversees the operations of the Academy in the absence of the Executive Director. Our Training Section is responsible for both recruit training and continuing education. They establish schedules and ensure that only qualified individuals instruct both recruits and working peace officers. The Registration/Security Section is responsible for the application process of all who desire to become peace officers. This employee answers all questions regarding entry to the basic training program and is also responsible for scheduling and testing all applicants. Further, they schedule all security related training and issue security/watchman licenses for St. Charles County.
This is a private not-for-profit organization chartered under the laws of Missouri. We are a tenant at the St. Charles Community College, meaning we are not a part of that educational institution. While we operate as an independent organization, we keep a close working relationship with the college.
Our challenge to prospective recruits is that we can provide them with the opportunities to become a part of a police force where they can earn the chance for special assignment in the future by preparing to meet the exciting challenges of a Professional Law Enforcement Career. We seek individuals who are dedicated to helping others and committed to a team effort. Everything that we do at the Academy has purpose. Nothing is done that does not lend itself to instilling a sense of teamwork and self-discipline in our recruits. The program is challenging and will bring out the best in the individual and train them to take their place to protect and serve the citizens of our communities.
