Dr. Thomas Leasor

Dr. Thomas Leasor, Academy Director

Dr. Thomas D. Leasor, Executive Director, is a retired Patrol Division lieutenant from the Franklin County Sheriff’s Office in Union, MO. While serving the citizens of Franklin County, Dr. Leasor assisted in the development of the public relations unit and was assigned to SWAT as a negotiation, entry team member, eventually becoming the SWAT commander. Also, as a Patrol Division sergeant, Dr. Leasor obtained grant funding to being the Traffic Safety/DWI Unit for the Franklin County Sheriff’s Office, making it the first multi-deputy traffic unit in Franklin County. Under his direction the first sobriety checkpoints in Franklin County were also initiated, along with numerous other grant funded traffic enforcement projects. Dr. Leasor received the Franklin County Sheriff’s Office Deputy of the Year Award in 2002 and 2003. He also received the Franklin County Sheriff’s Office Supervisor of the Year Award as a sergeant in 2008 and as a lieutenant in 2013.

He began his law enforcement career as a Reserve Patrol Officer for the City of Sullivan, MO in 1990, transitioning to a full-time position in 1991. While serving the residents of Sullivan he was a traffic crash investigator, D.A.R.E. officer, and field training officer. Dr. Leasor left the Sullivan Police Department for the Franklin County Sheriff’s Office in 1997 where he served until 2015. From 2011 to 2015 Dr. Leasor served as the mayor for the City of Sullivan, along with serving as an alderman from 2008 through 2011. Dr. Leasor has a Bachelor of Arts Degree in Criminal Justice and a Master of Science Degree in Criminal Justice Administration from Lindenwood University, where he also serves as an adjunct graduate professor, a position he has held for several years. He also earned his Doctoral Degree in Higher Education Administration Leadership from Maryville University. Dr. Leasor assumed the role of Executive Director at the Eastern Missouri Police Academy in January 2015
